Design contests in the system are maintained in the same way as procurement procedures, but with the following differences:
− There is always one lot and one stage in Design contests.
− Awarding criteria is most economical advantages.
− There is always single person in charge in PC.
− Procurement – Design contest may be in the following statuses: Unpublish, Announced, Bids opened, Awarded, Closed, Terminated, Suspended and Archived.
− Meetings, ESPD requirements and auctions aren’t intended for Design contests.
− No documents are intended to be sent via DIE.
− Design contests may not be EPS publications, DPS procurements and small procurements.
− Proposals cannot be submitted outside the system.
− Pretender enters the slogan and contact details for anonymous communication in the proposal. This information is visible for PC only after proposals opening.
− Until the opening of proposals has been completed, the PC shall not see any information about the applicant.
− After evaluating the proposals, the opening of slogans are performed – the information of pretenders is displayed to the customer.
− Following documents aren’t intended for Design contests:
− Questions to pretenders and pretenders’ clarifications;
− Complaints;
− Notifications on the correction of arithmetical errors;
− Result’s notification to pretender;
− Contracts;
− Final reports;
− Content units.
− Following documents are available when Slogans are open:
− Requests of information from controlling authority and PC answers;
− Procurement documentation summaries.
